![]() ![]() Each set contains a unique set of rooms and hallways that can be randomly generated, as well as its own artifacts and SCPs. These rooms are divided into three sets: the light containment zone, heavy containment zone, and entrance zone. All of the rooms in the game are randomly chosen from a set of hallways, chambers, and offices, which are strung together to create the facility. One of the game's primary features is randomly generated rooms. Another one of these SCPs are SCP-096, which when viewed will hunt the player around the map and it is only affected if viewed by its face. Certain environments (such as rooms filled with decontamination gas) will cause the player to blink more often. 173, along with other SCPs, must be evaded by D-9341 to avoid death, which is made more difficult by the player needing to blink periodically, enabling SCP-173 to attack if it is nearby. The player is pursued by numerous hostile SCPs chief among these is SCP-173, a concrete statue capable of moving at high speeds when it is not directly observed. If the player refuses to leave their cell, they will be terminated by poisonous gases. The player controls a 'Class-D' also known as 'Benjamin Oliver Walker' (a level 4 researcher caught doing illegal research on an SCP known as 'spiral gestalt'), designated D-9341 as he attempts to escape an underground research and containment facility operated by the SCP Foundation amidst a total containment breach of its hazardous anomalies, designated 'SCP's. The participant has thereby murdered shortly after. ![]() Another alert is sent out advising all employees to return to Gate B, using a group of soldiers converging on the participant’s position. The second end occurs if the participant had disabled the nuclear warheads while they were inside the center. However, the transmission is cut-off mid sentence because a massive roar is heard, indicating that the atomic blast was ineffective in destroying SCP-682. ![]() In the end display, a radio transmission will be viewed as a receiver operative requests the installation of a task force to scout for remains at ground zero. Soon after, the warheads are detonated, vaporizing the whole area, such as D-9341. Upon reaching the surface, an alert is sent out saying that SCP-682, an enormous reptilian monster, has broken from the centre near Gate B and that nuclear warheads, kept at the foundation as a last-measure containment system, will be detonated in an attempt to destroy it. The first and second end can be reached by exiting the facility through Gate B. Survival chances remain low when moving face to face with the MTF) This gives the participant the chance to escape (in ordinary circumstances the player would need to hide or be immediately killed by the gunfire unless they possess a high-value vest. After using this system, MTF (Mobile Task Force) Components or NTF (Nine Tailed Fox) parts could be put into the facility while Subject D-9341 is drifting from the ‘Entrance Zone.’ The parts will immediately open fire on D-9341 should they come into contact with him. These include a gas mask that could shield the eyes from decontamination gas, batteries that may be used to power particular electronics found throughout the centre, key cards which range from accessibility levels 1 to 5 which can open increased safety doors, first aid kits that could cure wounds, an S-Navigator that could be used to browse the rooms at the centre, a radio that can pick up transmissions from different stations, eye-drops which could slow down the player’s blink timer, and SCP-294 that’s found in the cafeteria. On the way, the player can get a huge array of items. ![]() ![]() ![]() The value can be a character or a number. There are the following topics that we will cover in this tutorial. ![]() ![]() More friends than I can count have had their lives upended by fire evacuations sometimes for weeks, sometimes unable to retrieve their pets or belongings. My sense of smell didn’t come back fully after that and I have lawyers sending me postcards to try to cash in on that (no it was not COVID). We couldn’t go anywhere but sat in the house, still (literally) choking on smoke for a month. I spent the month of September 2020 running the air conditioner 24 hours/day (just to filter the air) and ran HEPA filters all day long indoors. This year’s fire season wasn’t bad but the last two years there were periods where the air quality was so bad everyone was instructed to stay indoors because it was literally off the charts. The smoke spreads down from the mountains and fills the Valley and doesn’t leave for weeks. In my neighborhood a guy recently started yelling through the open window of a neighbor’s house, asking for spare change.Īir quality has gotten worse - largely because the enormous wildfires have become an almost annual event. Coming out of work today and walking to my car, I was accosted by a guy and I’d stayed late, so no one else was around. We’re more likely compared to the 90s to be accosted by people asking for money in any given parking lot where we go to shop. My daughter sometimes had to step over a couple of homeless guys, sleeping in the doorway of her workplace this summer when she went to open up the building. “Everywhere” is not an exaggeration: the numbers of homeless people are astronomical. Now it’s everywhere including my middle class urban neighborhood. It used to be confined to certain locations downtown. Homelessness is worse and definitely more entrenched with people living openly in encampments. Fresno bee series#The corruption of local government, of developers, of scammers who made a pharmacy school and would-be DO school into a cash grab - corruption is bad here and judging by the recent series in the Fresno Bee has gotten worse. Now in still-healthy middle age, I realize I might need some competent doctors and a decent teaching hospital someday. Throughout my healthy young adulthood it was fine to live here and hope for the best. It’s fair to say that except for a VERY few great doctors who were born and raised here and stayed to serve the community, the doctors here are the absolute dregs, the bottom of their classes. Any doctor who cares about health or living in a nice place. The numbers of people who can work one or two jobs and afford to support a family are very small. The numbers of people / proportion of people needing food assistance is worse. not sure I’d send them to Fresno schools today.Įconomic security, food insecurity have gotten worse. Clovis schools were always more conservative and authoritarian so we preferred Fresno schools for our kids. Everyone who could afford a house elsewhere moved to “Clovis schools” (meaning Clovis and the aforementioned northern fringes of Fresno because they’re in “Clovis schools”). They were really pretty good when we moved here. The bulk of the city is crumbling and looking more like a developing country all the time.įresno schools have been abandoned by the middle class and have gotten worse. The neighborhoods in the city have all gotten worse except at the far north wealthy fringes and in its one suburb, Clovis. The population has increased without an increase in city amenities or services. They become close friends and they always leave the state. I’ve met a lot of nice people here over the years. Every interesting or smart critical thinker I’ve ever met here, everyone who gives even the slightest shit about museums and theatre and music and culture (with the exception of a few people who were born and raised here, so “it’s home”) has been desperate to leave. > “the problem is more that everyone in the Central Valley wants to leave.” Now the house prices in our neighborhood have doubled in the 4 years since we bought this home, and there’s no way we could now, if we moved here today, ever buy a home in this hellhole. (Long boring story about what went wrong.) The only things you could say for it back then were “Well, the produce is good” and “Houses are affordable, sort of.” We were going to stay two years tops and go back East. It’s been horrible since at least 1996 when I got trapped here by my spouse’s job. For example, 21st Century Salonniere (writes The 21st Century Salon ) writes: Original post: Why Is The Central Valley So Bad?ġ: Several Valley residents commented with their perspectives. ![]() ![]() ![]() Some locals have had to move out of their communities after investors buy the buildings. In a classic case of gentrification, such arrivals have been displacing local Puerto Ricans who can’t afford the price hikes. ![]() Many more outside investors now live on the island and take advantage of generous tax breaks, fueling soaring property prices. It created a fertile market for investors snapping up bargain houses and establishing real estate businesses offering short-term rentals or individuals buying second homes to make the most of the paradise island, but popping back to their mainland homes every time a hurricane bears down. “Immediately after the hurricane, property prices decreased because there wasn’t any power or water, there were severe impacts and homes were damaged.” “This really spiked after Hurricane Maria,” said Raúl Santiago-Bartolomei, an assistant professor at the graduate school of planning at UPR. Many families moving to places with vibrant Puerto Rican communities, such as the Orlando area, Chicago, Philadelphia and New York, leave behind for sale signs on their homes. For a family like Colón and Cruz, with two children still in school, the options for a better education in Puerto Rico became slimmer. On top of jobs being lost, the same year Maria hit, the island’s government ordered about 180 schools to shutter. “Every time there’s a natural disaster, there’s going to be displacement,” said Hernando Mattei, a demography professor at the University of Puerto Rico (UPR) school of medicine. For some it’s likely to be the last straw. Too many are still without power and water and the southern municipalities of Puerto Rico were hit the hardest. Category 1 Fiona was less deadly and damaging but still grim, especially for poorer areas. Thousands died after Hurricane Maria and thousands were still living under tarps five years later. Many now wonder whether Fiona will drive yet another wave of Puerto Ricans to the US mainland, perhaps to join the almost three-quarters of million of their fellows living in New York, including Colón and Cruz. Maria, also, came just two weeks after category 5 Hurricane Irma, exacerbating the havoc. The island’s population declined almost 12% between 20, according to the US Census Bureau, and a third of that drop occurred the year after Hurricane Maria. Puerto Rico hadn’t recovered from Maria, let alone the other problems, when Hurricane Fiona hit last month, causing power cuts across a faulty grid, more broken infrastructure, chaos, hunger and death, with Joe Biden admitting a history of inadequate assistance and local government once again turning to austerity measures. Hurricanes in 2017, earthquakes and a pandemic in 2020 – all during the Trump administration – now another hurricane, against a backdrop of the climate crisis and federal neglect. The couple are typical examples of a stark reality many Puerto Ricans face on the island that’s contributing to a steady exodus of youth and talent that only accelerates every time another catastrophe strikes and batters the essentially bankrupt economy. Later, Cruz, too, lost his job in a lending company in Puerto Rico amid a sharp decline in loan applications after the hurricane, as recovery faltered. ![]() “I look back and I have no idea how I did that.” “Those were dark and difficult days for me because I had to be apart from my husband and children,” Colón said. So two months after that storm, she packed her bags, moved to New York, and waited for her husband and children to follow after her kids finished the school year. She asked to be transferred to another store, and received an offer in New York – making considerably more money than on the island. Colón and Cruz moved to New York City after the category 5 Maria decimated the island and left them without a jobs.Ĭolón, 40, worked at the Saks Fifth Avenue in San Juan, Puerto Rico’s capital, but the storm ruined it and it closed. ![]() ![]() A county’s military is composed of aerial forces, ground forces and naval forces. ![]() But increasingly, reimbursement is not based on such prevailing rates. Cuomo said Ingenix had consistently understated local “usual and customary” rates - so-called U.C.R.’s - that were used nationally to determine how much of a bill was paid when a patient used an out-of-network doctor.įair Health collects billions of bills from insurers to calculate a usual fee for each medical procedure in a given locality. But they paid to set up Fair Health as a replacement for Ingenix, a database owned by the insurance giant United Healthcare. In the 2009 settlement, the insurers did not admit wrongdoing. Cuomo when he was attorney general, is seeking legislation in New York State to require that minimum reimbursements be linked to the new database, known as Fair Health. The switch “certainly creates the appearance that insurers are trying to end-run the settlement and keep out-of-network payments low,” Mr. Lawsky, the superintendent of the New York State Department of Financial Services, whose investigators recently found that under the switch, 4.7 million New York State residents - 76 percent of those with out-of-network coverage - are facing reimbursement reductions of 50 percent or more. “They’re not getting what they think they’re paying for,” said Benjamin M. They say that premiums would be even costlier if reimbursements were more generous, and that exorbitant doctors’ fees are largely to blame.īut few dispute that as the nation debates an overhaul aimed at insuring everybody, the new realpolitik of reimbursement is leaving millions of insured families more vulnerable to catastrophic medical bills, even though they are paying higher premiums, co-payments and deductibles. Insurance companies defend the shift toward Medicare-based rates under the settlement, which allowed any clear, objective method of calculating reimbursement. “I could get balance-billed hundreds of thousands of dollars, and I have no protection.” “It’s deplorable,” said Chad Glaser, a sales manager for a seafood company near Buffalo, who learned that he was facing hundreds of dollars more in out-of-pocket costs for his son’s checkups with a specialist who had performed a lifesaving liver transplant. So by the time the database was finally up and running last year, the same companies, across the country, were rapidly shifting to another calculation method, based on Medicare rates, that usually reduces reimbursement substantially. Though the settlement required the companies to underwrite the new database with $95 million, it did not obligate them to use it. Cuomo, then the attorney general, said it would increase reimbursements by as much as 28 percent. The agreement required the companies to finance an objective database of doctors’ fees that patients and insurers nationally could rely on. The settlement, reached in 2009, followed New York State’s accusation that the companies manipulated data they used to price such care, shortchanging the nation’s patients by hundreds of millions of dollars. Despite a landmark settlement that was expected to increase coverage for out-of-network care, the nation’s largest health insurers have been switching to a new payment method that in most cases significantly increases the cost to the patient. ![]() |
